I hear it is to be anywhere from $100million to $500million. If the ICF has approximately $22million where is the rest to come from, and how many people per year will be needed to use the service to make it a break even deal?]]></description>

		<description><![CDATA[I love antiques and old trains are no exception. It is wonderful to see history alive and present. The old train tracks must be preserved at any cost. Not so that the tax paying public will have a viable and efficient transit service. (Since when was government efficient?) But so we can keep these things out of the museums where they serve so little purpose. Lets all pledge to keep paying Mr. Graham Bruce to run a train company that has no rolling stock, no train schedule, and no hope of ever running again. Kudos to Mr. Bruce for extending promise after promise, while never delivering and always stalling with unmeasured success.]]></description>

		<description><![CDATA[As Andre Sullivan, the past president for the Young Professionals of Nanaimo says in the article: The under-40 crowd seems eager for a passenger rail service as an alternative to rubber traffic. Passenger trains could be part of the Island&#039;s future transportation network, providing a &quot;less carbon-producing&quot; and inexpensive way of travel, he points out.

But before passenger rail is restored VIA Rail must sign an agreement that allows the ICF to dip into more than $22 million set aside for repairs and so far no agreements have been inked. Sullivan says it seems like the company &quot;doesn&#039;t want to be here,&quot; which is where petition pressure comes in. 

&quot;This petition is necessary because although (ICF) has all the funding it can&#039;t access it without an agreement from VIA Rail to restore passenger service and they don&#039;t seem to have the appetite,&quot; Sullivan said. &quot;This is our future we are debating . . . and we want to continue the pressure.&quot;

If the schedule can be set up such that between Duncan and Downtown can be used as a commuter rail and match times that major employers (DND, Seaspan, downtown businesses) have employees start at, then this will be a huge success, and may one day warrant doubling the tracks. 
By making this successful, we could reduce the traffic on the Malahat, and reduce the Colwood Crawl.]]></description>
