Once the window coverings were in place William Munro shared his experience with us.</p>
<blockquote><p>Thank you for opportunity to work for the Island Corridor Foundation to cleanup and secure the Courtenay Railway Station. It was a great experience for me and I believe you will be very happy with our results. I have attached some pictures of the work we have completed.<br />
I have a very interesting story that I would love to share with you about my experience working at the train station. My father and I spent the first week in June securing the perimeter of the building. We covered every door and window with plywood except for the main entrance that has a metal grate door.<br />
The second week we went back to the train station to clean the inside of the building. When we went in I noticed that the stairs to the attic in the loading bay had been lowered to the ground. I thought it was very interesting that the stairs were down and the previous week they were raised to the ceiling. I assumed that someone with a key had been in the building as the outside perimeter was secure.<br />
I thought I would go up the stairs into the attic to see what was up there. I climbed the stairs to the roofline and slowly opened the big attic hatch door. The place was in complete darkness and I could not see anything in the blackness. I got my IPhone and turned on the flashlight and scanned the room. Crouched over in the corner was a homeless man… all I could see were the whites of his eyes staring back at me. It absolutely freaked me out and I ran down the stairs. We yelled at the man to come down and called the police. The poor homeless man came down from the attic with a broken backpack and a sleeping bag. He was absolutely filthy and covered in black dirt.<br />

We asked him how he got into the building and he took us outside and pointed at a small access panel. He then pulled out a bolt and a hasp and gave it to my father. The homeless man had worked the bolt out and opened this panel. The panel was used as a coal chute in the early days to get the coal to the basement for the coal fired burner. The man had been climbing up and down the coal chute to get access to the building. We felt very sorry for the man as he slowly walked down the railway tracks. This is one crazy story that I will never forget. We secured the hatch so that it cannot be accessed again.<br />
Our Destination Imagination Team managed to raise enough money for us to attend the Global Destination Imagination competition in Knoxville Tennessee. Our 22 gram balsa wood structure held the second highest amount of weight of 985 lbs. The first place winner of the competition held 1010 lbs.</p>

Out of 67 teams that entered the structural design competition, our team came in first in Canada, third in North America, and fifth in the world. It was an absolutely amazing experience for our team.<br />
I wanted to personally thank you for giving me this contract to clean up and secure the Courtenay Railway Station. The funds that I have raised helped to cover some of the expenses for my trip to the Destination Imagination Global Competition. The remaining money will go to my next adventure of travelling to Germany on a student exchange program in 2018.<br />
Please keep me in mind if you have any further jobs or projects where you might require some help. I am always looking for opportunities in life and any help is always appreciated. Thanks.<br />

Approximately 40 people attend the annual general meeting April 27th, 2017 at the<br />
Vancouver Island Conference Centre. Reports from the auditors, the solicitor, the<br />
Chair and CEO as well as presentations from the rail operator, Southern Rail and<br />

<a href="https://islandrail.ca//agm-2017/">website.</a> Directors elected to a two year term were Ken McRae &#8211; ACRD, Alec McPherson<br />
&#8211; RDN, Albie Charlie &#8211; Cowichan Tribes, Jim Tatoosh &#8211; Hupacasath First Nation and<br />
Mary Ashley &#8211; Director at large.<br />

<strong>Board Appointments</strong><br />
Dr. Judith Sayers will remain chair of the ICF Board of Directors for the next year<br />
and Mayor Phil Kent will take on the role of vice-chair. John Berikoff will serve<br />
another year as Financial Officer and Nicole Norris will continue in the role of<br />
Firsts Nation Liaison. Graham Bruce, CEO was named secretary. These are one year<br />
terms.<br />
<strong>Commuter Train Working Group</strong><br />
Don McGregor, SVI Island Project Manager and Singh Biln, SVI Community Relations<br />
will represent the ICF and SVI as members of the Ministry of Transportation working<br />
group to draft terms of reference for a feasibility study for commuter service<br />
between Victoria and Langford. The Ministry has stated the feasibility report is<br />
to be completed by July.<br />
<strong>ICF Business Plan</strong><br />
The ICF Business Plan revision has received significant public submissions. Because<br />
of the interest the Board has extended the public comment process until May 19 2017.<br />
This is the first step of the review process. Public input will be reviewed by the<br />
directors and then the Board will update the plans goals and objectives where necessary.<br />

<strong>Courtenay Station Looking For New Partner(s)</strong><br />
Courtenay Rotary is bowing out of the station restoration project after saving the<br />
building with a new roof and upper siding. The restoration of the heritage station<br />
has become a bigger project than what Rotary is able to take on at this time. The<br />
search for community partners and possible tenants will continue.<br />

<strong>Entrance Improvements to the Duncan Station</strong><br />
The Cowichan Historical Society received confirmation of funding for entrance improvements<br />
to the Duncan Station. The $81,000 grant will also assist in the development of<br />
the First Nation Gallery and the Asian Gallery. The station has been the home of<br />
the Cowichan Valley Museum for many years.<br />

										<content:encoded><![CDATA[<p>A plan for the rehabilitation of the Courtenay Heritage Train Station has been submitted by Tectonica Management to Heritage Canada for review. The restoration of the station is being undertaken in phases with Courtenay Rotary. Phase I saw a new roof and upper siding put on. Phase II is more extensive with the exterior and windows and a full verandah to be completed.<br />

										<content:encoded><![CDATA[<p>Some of the profits from slot machines at Chances Gaming Centre are to pay for a feasibility study into the possibility of restoring Courtenay&#8217;s heritage train station.<br />
On Monday, City council agreed to allocate $6,500 from its gaming income to cover the cost of the study, which is being promoted by Courtenay Rotary Club in partnership with the Island Corridor Foundation &#8211; the owner of the building.<br />
The station was built exactly 100 years ago and whether or not passenger train services are ever restored, Rotarians believe the building could become a real community focus and facility.  As a demonstration of their confidence, they have already funded the re-roofing of the building to limit any further deterioration.<br />
Six non-profit groups already use the building, but the nominal income generated is insufficient to make any impact on a restoration project.<br />
The study will identify and catalogue the extent and complexity of work needed for both interior and exterior restoration, although Rotary has indicated if the project is seen to be feasible they would be interested in taking on key tasks as a community project.<br />
The City&#8217;s director of community services, Randy Wiwchar, told Council the station and its location alongside the progressively lengthening Rotary Trail &#8220;has the opportunity to be an important hub in reinvigorating and beautifying the area.&#8221;<br />
He added:  &#8220;The opportunity would preserve a historic building; provide for a central community gathering space along a trail connecting 26th Street to downtown; and assist in improving the vitality of Courtenay&#8217;s downtown.<br />
&#8220;As well, the exterior of the building could be completed in Courtenay&#8217;s centennial year in 2015, making this an excellent centennial legacy.&#8221;<br />
If the restoration does get a head of steam behind it, the idea is that the City will get involved in negotiating a long-term lease for the building to secure its future and public access to it.  But those details will be the subject of a future debate and vote.<br />
The City is making no commitment &#8211; at least at this stage &#8211; to help fund the actual restoration, although heritage funds from other sources may well be available to supplement any further contributions offered by Courtenay Rotary Club.<br />
But the council voted unanimously to fund the study from its gaming income so the implications could be properly assessed.<br />

The Courtenay Rotary Club has taken on the Courtenay Train Station as a major project in conjunction with the Rotary Trail. The first order of business was to get a new roof on to the building so that it would be dry for the winter. Partners helping to move this project along with both monetary and sweat equity contributions have been the Strathcona Sunrise Rotary Club and the Young Professionals of the Comox Valley.<br />
All of these groups look forward to next year when the refurbishing of the Train Station can continue. The Courtenay Rotary Club is very appreciative of the businesses that have stepped up to help to make the refurbishing of the Train Station a reality by either discounting their services or outright donations. Thank you goes out to Ironwood Shake &amp; Tile Company, Got Gutters, Slegg Lumber, Coastal Home Improvement Centre and Western One Rentals.<br />
A special mention goes to local author James Krause who has written his second book entitled &#8221; Destination Vancouver Island &#8221; . Mr Krause gave 100 copies of his book as a donation to the Courtenay and Strathcona Sunrise Rotary Clubs which in turn sell for $20 with all proceeds going towards the refurbishment of the Train Station<br />

Weeds have grown up along the rail bed. Graffiti lines a nearby wall. And its roof leaks pretty badly.<br />
But the efforts of several local businesses and organizations are in the process of restoring Courtenay&#8217;s century-old train station to its former glory.<br />
&#8220;Whether the train runs or not is irrelevant,&#8221; said Art Meyers, marching along the edge of the red-sided building in the thick fog wearing a Stetson hat.<br />
&#8220;It rains harder on the inside of the building than it does on the outside.&#8221;<br />
The Island Corridor Foundation-owned structure has fallen into disrepair, but an effort spearheaded by Courtenay Rotary will give the heritage site a facelife, thanks to a number of partners.<br />
CHIC Liquid Vinyl System has already restored shakes on the side of the building, which now carry a 20-year warranty.<br />
Pippa Atwood, president of the Rotary Club of Strathcona Sunrise-Courtenay, said their organization was happy to come alongside the Courtenay Rotary Club.<br />
&#8220;I think this is an exciting project,&#8221; she said.<br />
The Young Professionals of the Comox Valley have put up money for the restoration, and total funds raised by Rotary have now topped out at $37,000.<br />
Ironwood Shake and tile Ltd., Western one Rentals and Got Gutters?, have all contributed time, money or product to the collaborative effort.<br />
&#8220;There&#8217;s some sag issues,&#8221; said Got Gutters? installer Wil Roland of the roofline. &#8220;Once we pull things off that&#8217;s the crucial moment.&#8221;<br />
VIA Rail passenger trains are supposed to be running by next year -which is the official centennial of the railway arriving in the Comox Valley, Meyers said.<br />
Rotary has been working on the trail along the rail line. Currently pedestrians, cyclists and more can enjoy completed work from Fifth Street to 26 Street.<br />
Depending on the amount of money Rotary raises interior renovations could be in the cards.<br />

<p>The Courtenay Train Station will receive some much-needed attention — starting with a new roof.<br />
&#8220;We are going to be definitely putting a new roof on, and Rotary will do that,&#8221; says Courtenay Rotary&#8217;s Art Meyers, who is overseeing the project for Rotary. &#8220;That&#8217;s effective immediately — it rains harder inside the building than it does out.&#8221;<br />
During an early-February tour of the heritage building, stationmaster Wayne Murphy pointed out water-damaged areas upstairs and on the main floor of the building.<br />
He estimated the roof had been leaking for the past five or six years, and the damage was visible in numerous places on the ceilings, including one spot where light was visible through a hole.<br />
The Island Corridor Foundation owns the building, and the foundation&#8217;s Graham Bruce explained the leaking roof was not the only problem, noting plans for a full building assessment late February or early March to see if it would be worth saving at all.<br />
According to Meyers, that assessment showed the building is &#8220;sound,&#8221; and Courtenay Rotary is working out an agreement with Island Corridor to do some of the improvements on the building.<br />
Meyers says the Rotary Club already has enough money to fix the roof, and plans are in motion to do so as soon as possible.<br />
&#8220;We&#8217;re looking for good weather right now, and we&#8217;ve got some quotes that are coming in,&#8221; he says. &#8220;We will choose the contractor because we won&#8217;t be having Rotarians crawling around on a roof…so we&#8217;re just in the middle of that as we speak, and as soon as that&#8217;s approved and the Island Corridor signs off, we&#8217;re doing it.&#8221;<br />
Rotary also plans to replace the deck on the east side of the building, which Meyers notes is in such disrepair it&#8217;s dangerous, and the whole building will receive a new coat of paint.<br />
&#8220;We&#8217;re going to go with the absolute, exact colour that was originally there and that&#8217;s now documented across Canada,&#8221; adds Meyers, noting it will be a specific hue of red.<br />
Meyers notes further interior improvements are a possibility as well, but that work is still being discussed with the foundation.<br />
Although Courtenay Rotary has enough money to replace the roof, it will be busy fundraising for the other repairs.<br />
The club&#8217;s annual online auction will be a main fundraiser for the project, as well as for the next phase of the Rotary Trail, which runs alongside the railway tracks.<br />

Built in 1914, the station was given heritage status by the City of Courtenay in 2002, and some sort of centennial celebration is expected next year.<br />
Meyers notes the train station improvements are part of a joint effort between the City of Courtenay and Rotary, with help from Deborah Griffiths from the Courtenay Museum, &#8220;to beautify the whole area around there.&#8221; He says the project will include murals on the buildings that back onto the train station site, too.<br />
&#8220;So (the train station repairs will) be in keeping with upgrading the entire area, and making it a true heritage site,&#8221; he says, adding Rotary wants to take special care to ensure the train station is fixed up in time for it&#8217;s hundredth anniversary.<br />
&#8220;It is a heritage building and we&#8217;re going to certainly make sure that it&#8217;s there for the next 100 years.&#8221;</p>
